FENCE PROJECT

Skyland residents, it is the intent of our G.I.D. Board to make the final selection of a fence option at our next meeting on July 28th, in-person at 4:00pm at the Elks Point Fire Station. We would like to have final input from as many residents as possible by that time. Please reach out to one of our Board members and let us know which option you like the most, why, and any questions you still have about the project. You do not need to reach out to more than 1 Board member, as we will be compiling a full list of all communications with residents. Please include your name and street address when contacting us with your fence feedback.

There is detailed information on each fence option on the G.I.D. website (skylandgid.org). Here is a brief summary of our options, with the most recent prices. All options include between $75-100k for a new, Fire Department-required emergency exit:

1. Stamped concrete fence ($1,261,000).

a. Slightly higher than current fence, limited noise reduction.

b. Requires an Ad Valorem tax. In order to establish this, an official neighborhood vote would be held at a cost of $7,000-$10,000. If the vote is successful, all Skyland homeowners would pay additional taxes to fund the project.

c. Vegetation will be planted along the Myron Drive side of the fence.

d. Most likely construction timeline: Summer 2023, due to time for Ad Valorem vote and additional permitting.

2. Full replacement of wood fence ($679,440).

a. Same height as current fence, very limited noise reduction.

b. Project would be paid partly from existing G.I.D. funds and partly through a low-interest USDA loan. The loan would have a 15 year payoff period.

c. Vegetation will be planted along the Myron Drive side of the fence.

d. Most likely construction timeline: Summer 2022.

3. Vegetated Barrier ($575,000)

a. Same height as current fence, no significant noise reduction.

b. Project would be paid partly from existing G.I.D. funds and partly through a low-interest USDA loan. The loan would have a 15 year payoff period.

c. Most likely construction timeline: Summer 2022, with a small possibility that additional permits could push that later.

4. Repair/Refurbish existing wood fence (Cost TBD)

a. A professional structural review showed that many pillars and fence sections need immediate replacement, while quite a few others are expected to need replacement within 5 years.

b. Same height as current fence, very limited noise reduction.

c. Project would be paid partly from existing G.I.D. funds and partly through a low-interest USDA loan. The loan would have a 15 year payoff period.

d. Most likely construction timeline: Summer 2022, followed by repair work every few years.

e. This option would have the lowest initial cost for certain, followed by significant repairs every few years as older portions continue to deteriorate.

***PLEASE BE AWARE THAT ALL OF THE CURRENT PROPOSALS (EXCEPT FOR THE REPAIR- OPTION 4) INCLUDE BUILDING A FENCE FROM THE SOUTH END OF THE NEIGHBORHOOD ONLY TO DEER CLIFF DRIVE—THERE WOULD BE NO FENCE FROM DEER CLIFF DRIVE TO THE NORTH END OF SKYLAND. THIS DECISION, MADE SEVERAL YEARS AGO, WAS DRIVEN BY COST CONCERNS.
